Description
The City of Saint-Félicien commissioned Atelier Urbain to rethink the master plan for the new Les Pionnières neighborhood, in order to better meet housing needs while integrating best practices in sustainable development. The mandate included optimizing the number of housing units, reducing the infrastructure footprint and implementing more efficient stormwater management. Planned by the city, the new district was to be an exemplary living environment, designed with a view to reducing its impact on the environment.
The development of the master plan was the result of a collaborative process that brought together the City, the real estate developer responsible for implementing the project, engineering and biological consultants, as well as the Ministère de l’Environnement et de la Lutte contre les changements climatiques, which was called upon to evaluate and approve the project. This collaborative approach has enabled us to structure a coherent development concept, in line with the constraints of the site and the quality objectives of the living environment.
The proposed plan is based on a grid of streets connected to the existing fabric, with two types of right-of-way adapted to the different components of the neighborhood. Some of the narrower streets incorporate bioretention ditches to capture and direct stormwater into a “water square”, a multifunctional public space that can also act as a retention basin if required. This approach makes it possible to integrate water management into the very design of public spaces, while contributing to the landscape and environmental quality of the area.
The project also provides for a diversity of residential typologies to meet a variety of housing needs, as well as a central plot reserved for the eventual siting of a future public building. Through its integrated and collaborative approach, the master plan for the Pionnières district lays the foundations for a structuring, sustainable and exemplary residential development for the City of Saint-Félicien.
