Description
Following the adoption of the Plan particulier d’urbanisme (PPU) for the Avantia sector, the City of Repentigny entrusted Atelier Urbain with the implementation of an integrated approach structured around three complementary components. Together, these components translated the city’s vision into concrete planning, regulatory and communication tools to support the transformation of this strategic sector.
The first component, devoted to regulatory strategy and the drafting of concordance bylaws, provided the City with a coherent normative framework to support the transformation of the business park into a mixed, sustainable living environment. Drawing on a series of co-design workshops, the process explored the regulatory tools best suited to the local context, with the aim of ensuring the link between planning and regulations, while promoting architectural quality and sustainable development.
The second component involved an economic analysis carried out in collaboration with Cistri. This study made it possible to calibrate the heights, densities and benefits associated with incentive zoning, to specify the conditions for financial viability and to identify the optimal collective benefits for the city.
Finally, the third component led to the design of an illustrated and accessible developer’s guide, aimed at popularizing municipal expectations and inspiring developers. This document provided a clear link between regulations and design, highlighting the principles of urban design, eco-construction and environmental quality.
These three components thus formed an integrated approach to implementing the PPU, combining strategic vision, regulatory framework and operational tools to support the transformation of the Avantia sector.
